ABA recognises safety is of paramount importance and ensures that agreed procedures and rules are followed in accordance with the Health and Safety in Employment Act 1992, Resource Management Act 1991, Electricity Industry Safety Rules, General Safety Manuals and Client Operating and Service Standards.

Most importantly, we do our best to ensure all those working on or around our projects make it home safely.

It is ABA's policy that site contractors provide a comprehensive health and safety programme and work methodologies prior to commencement, and make it top priority for the site work.

ABA personnel hold Competency Certificates in accordance with Transpower New Zealand Ltd and Meridian Energy requirements and Safety Rules Electrical Industry (SM-EI).

ABA also carries out third party independent incident and accident investigations.

Our team is Site Safe Gold Card accredited.


Project & Site Management

The successful management of projects includes the effective management of on-site activities including Health and Safety, contract administration, progress monitoring, quality assurance, witness testing and commissioning, materials management, industrial relations, resource management and co-ordination with other activities on the site. These requirements are of particular importance in the case of works within the Power Generation and Transmission Industry where the work environment demands a high level of health and safety, control and management.


Contract Administration

ABA offers extensive experience in the following areas of project contract administration:

  • Assistance with the pre-qualifying of suitable contractors and suppliers and the evaluation of tenders, including comparison of rates and costs with current industry standards
  • Arrangement of site establishment facilities where appropriate
  • Administration during the contract period including site safety and security, instructions to contractor(s) and supplier(s), inspections and witness of witness and hold points, processing of variations, processing of contractor/supplier claims, ensuring that contractual requirements of MMS data entry, Design, Commissioning, As-Built drawings, manuals, maintenance etc. are satisfied
  • ABA is experienced in providing the role of Engineer to the Contract or Engineer's Representative for various conditions of contract
  • ABA’s team has worked extensively with the NEC3 Contract over the last 10 years

Contract Monitoring and Reporting

The vital part of any project is to ensure the establishment of the project’s time objectives and the monitoring of progress to ensure these objectives are met. ABA can provide assistance to the client in the programming of project site works, including appropriate time allocation for specific tasks and resource levels.

The level of programming and reporting required from contractors and suppliers is generally established during the contract preparation phase and this is monitored during the contract period via contractor’s reports, general surveillance and regular site meetings.

ABA has the required expertise to review contractors' reports and progress, and to identify deviations from programme objectives at the earliest stage and ensure correct remedial action is taken. ABA ensures that photographic records and daily diaries are kept to record site progress.

ABA ensures the client is kept fully informed of progress, deviations, corrective action, Health and Safety and contractor performance through regular reports and project meetings as required.


Quality Assurance

ABA provides the following on and off site Quality Assurance / Quality Control services:

  • Ensures that the specified levels of contractor/supplier Quality Assurance are determined at the time of contract preparation and included in the contract documents
  • Review of the contractor's/suppliers proposed Quality Assurance procedures. This can extend to providing assistance in the development of Inspection and Test Plans and checklists
  • Carry out quality surveillance and witnessing of inspections and tests as determined by the approved inspection and test plans
  • Ensure that quality records, technical information and QA documentation is properly indexed and filed. Conduct contractors QA audits where appropriate. ABA personnel have obtained Quality Assurance Audit qualifications

Tender Management 

ABA can provide services for all areas of tender management, including solicitation strategies, producing tender evaluation criteria, tender evaluation, tender recommendation and contract award.


Materials Management

ABA recognises the importance of coordinating the supply of materials with site activities in the case of both contractor and employer-supplied materials. ABA can establish appropriate procedures to ensure material delivery, receipt, inspection and handover to contractors are effectively controlled.


Insurance Management

ABA recognises the importance of project insurance and will ensure that claim procedures are correctly implemented, a site register of claims, returns, declarations etc. is maintained, and all relevant correspondence is copied to the client.


Industrial Relations

ABA is familiar with the current relevant legislation and will ensure management practices are implemented on site that will minimise the potential for industrial conflict, and that agreed procedures are followed by site contractors. If necessary, confirmation of acceptable contracts of employment for all employees will be requested from contractors.


Resource Management Act

Looking after the future... ABA recognises the importance of the Resource Management Act 1991 and will ensure that the contractors comply in all respects with the requirement of this Act.

Factory Acceptance Testing & Commissioning

ABA has experience in condition monitoring, site repairs, mid-life maintenance, winding replacement, testing and commissioning of large power transformers. ABA can provide a service in Tender processes and Technical Specification drafting, Detailed Design Reviews and Factory Acceptance Testing of power transformers according to IEC and IEEE standards. This includes witnessing on behalf of clients to ensure compliance with standards and functional specifications.
